Whistleblowers: How do I report a case?

If you believe that an employee, volunteer, trainee, member of a local branch, governance member, or any other individual acting on behalf of the Luxembourg Red Cross or one of its associated entities (Doheem Versuergt, the Rehabilitation Center of Château de Colpach, International Aid, and CR Services) is not adhering to the principles and rules outlined in the Code of Conduct and Ethics, or is violating any applicable law or regulation, we invite you to contact the Whistleblowing Delegates. These delegates, appointed by and members of the Luxembourg Red Cross Assembly, are independent of operational management bodies. They ensure the confidentiality of your report and, if desired, your anonymity.

You will receive an acknowledgment of receipt within a few days following your report. Please note that the legal timelines will only begin once you provide sufficient details to conduct an investigation (e.g., date, location, individuals involved, specific facts). If the information provided is insufficient, we will contact you again, provided you have given us a way to reach you.

What can I report?

Acts or behavior that contravene European legislation, Luxembourg legislation (laws and regulations), or the code of conduct and ethics of the Luxembourg Red Cross.

These reports may cover facts concerning (non-exhaustive list):

  • • Human rights
  • Crimes and misdemeanors,
  • Attacks on a person’s physical and moral integrity (physical and/or sexual assault, sexual and/or moral harassment, threats, etc.)
  • Child protection
  • Fraud
  • Corruption
  • Security

Handling your report

Your whistleblowing report is received and analyzed by the Whistleblowing Delegates and forwarded to the appropriate persons (Investigation Committee). Particular care is taken to ensure that there is no conflict of interest when a report is processed.

All statements must be made in good faith. Any improper or inappropriate statement may give rise to prosecution or disciplinary action.

Privacy policy

The people involved in processing your report undertake to treat this information with the utmost confidentiality.

If you wish, you can remain anonymous. Please be as precise and complete as possible in your statement, as we will not be able to provide you with any feedback regarding your report. However, we would like to inform you that this may make the investigation more difficult. In this case, please use an e-mail address that does not reveal your identity, so that we can correspond with you if necessary.

Protective measures

The Luxembourg Red Cross is committed to ensuring that no actor suffers reprisals as a result of reporting a violation. In addition, if your alert falls within the scope of the law of May 16, 2023 on the protection of persons who report violations of Union law, specific protection measures are applicable.
