International humanitarian law

The Humanitarian Aid teams of the Luxembourg Red Cross, in addition to their role of providing assistance in the field in our many countries of intervention, are responsible for promoting international humanitarian law (IHL) and its values in the Grand Duchy.

Through workshops and various events, we are active in humanitarian education for the population and young people.

We raise awareness of the fundamental principles of the Red Cross and encourage responsible behaviour in order to contribute to a fairer world.

What is IHL?

International humanitarian law is a set of rules that aims to limit the effects of armed conflict. History has taught us that conflicts and wars seem unavoidable and that people who are not or are no longer participating in hostilities (e.g. wounded soldiers or the civilian population) must be protected.

IHL contains many laws and prohibitions, including restrictions on certain methods and means of warfare. Certain weapons that are considered too harmful and disastrous are banned.

IHL is a powerful tool for the international community to ensure that the dignity of people is respected in war. It aims to preserve a certain humanity in the midst of conflict.

To whom does it apply?

IHL is universal and has been ratified by 196 States. It applies to situations of international and non-international armed conflict. Under the Geneva Conventions and their Additional Protocols, parties to an armed conflict are obliged to respect IHL and thus protect against the effects of war.

Audioguide – Law in war

Discover the thematic tour Law in War at the National Museum of Military History (MNHM) in Diekirch.

The permanent exhibition of the MNHM illustrates the experience of the Second World War in Luxembourg. The Humanitarian Aid of the Luxembourg Red Cross and the MNHM have set up this tour parallel to the permanent exhibition.

Law in War introduces visitors to the MNHM to the key principles of war law. It invites visitors to become aware of the importance of respecting it in order to guarantee human dignity in times of war.

The tour takes the form of an audio guide that can be discovered on site and/or remotely via the IziTravel platform. English, Luxembourgish and French versions are available.

“If War Comes To You” is a unique interactive film that brings the reality of armed conflict to life. This immersive experience lets you slip into the shoes of different people affected by war.

Get ready to embark on a journey in which you will explore the rules of war, consider how they can alleviate suffering and discover the important role we all play in promoting respect for these principles.
